• Description : Application for Visa for foreign nationals eligible for Phased Measures toward Resuming Cross-Border Travel
  (Review on restrictions on new entry of foreign nationals, Residence Track, Business Track, Entry into Japan from all countries and regions based on the decision of the GOJ on September 25, 2020, and Entry of foreign nationals with other special exceptional circumstances)

Overview

• On November 5, 2021, a review on restrictions on new entry of foreign nationals based on “New measures for border enforcement (19)” was announced.

  Currently, foreign nationals/people who are willing to enter Japan need a visa newly issued by Embassies or Consulates or Consular Office of Japan (for Taiwan, Taipei Kaohsiung offices of Japan-Taiwan Exchange Association) (hereinafter referred to as “Japan’s overseas establishments”) in the country/region depending on the purpose of their entry.

  Visa

  To apply for a visa, please submit the required documents to Japan’s overseas establishments in your country / region (Please see the following articles for further information. There are some cases where Japan’s overseas establishments request additional documents).
  After the application has been successfully accepted, the visa would be issued at the consular affairs section of the Japan’s overseas establishment. The visa should be received by the applicant or his / her representative and is needed upon applying for landing permission.

  1.Review on restrictions on new entry of foreign nationals

  (A) Foreign nationals eligible to this measure

    Newly entering Japan for a short-term stay (less than three months) for business or working purpose or newly entering Japan for a long-term stay
  
    In order to be secured their entry into Japan, the receiving companies/organizations should pass screening by the Ministry and Agency having jurisdiction over the business in question in advance and should be responsible for supervision of their conduct.

  (B) Required documents for the visa application

  • A copy of the screening certificate from the appropriate ministry/agency
  • Visa Application Documents (Please see “VISA” page for more details).

  Application for visa is made by the applicant him/herself at the Japanese overseas establishments with jurisdiction over the area in which the applicant resides or those with jurisdiction over the country/region of which the applicant’s passport is issued. Note that there are some countries/regions in which the visa applications should be submitted through travel agencies accredited by the Japanese overseas establishments.

  2. “Residence Track” and “Business Track”(Suspended)

  Since January 14, 2021, the Government of Japan decided the suspension of “Business Track” and “Residence Track” with all the countries/regions covered under the framework for the time being. The new entry of foreign nationals into Japan under these two tracks will not be permitted and the relaxation of restrictions on movement during the period of 14-day quarantine through “Business Track” will no longer be applicable for Japanese nationals and foreign nationals with the status of residence for the time being. In case the entry into Japan is permitted, the relaxation of restrictions on movement during the period of 14-day quarantine through “Business Track” is no longer permitted.

  • Only single entry visas will be issued through these measures. The visa fee payment may be required depending on the nationality/region.
  • Those who wish to newly enter Japan using these measures or based on the decision on September 25, 2020, need to apply for a visa even if the Visa Exemption Arrangements are in effect between their country of nationality and Japan (Except the case that Diplomatic and Official visas are exempted by the visa exemption measures for those visiting for diplomatic and official mission).

  3. Entry into Japan from all countries and regions based on the decision of the GOJ on September 25, 2020 (suspended)

  This measure is suspended for the time being.

  On September 25, 2020, the GOJ announced that, in principle, the holders of Statuses of Residence of “Student”, “Dependent” and others, in addition to cross-border business travelers of all countries and regions are permitted to enter Japan from October 1, 2020, under the condition that the person is hosted by a company / entity that can assure observation of quarantine measures. As for the cross-border travelers to be permitted to newly enter Japan based on the decision on September 25, 2020, all foreign nationals residing in the country / region of departure are entitled to apply for the entry visa.

  4. Entry of foreign nationals with other special exceptional circumstances

  Currently, all foreign nationals who wish to newly enter Japan need to apply for a visa except for those with re-entry permit. Please note that due to the impact caused by the COVID-19 pandemic, the visa approval procedure may take longer than usual. Your understanding and cooperation are greatly appreciated.

  • (1) Foreign nationals who departed from Japan with a re-entry permit before August 31, 2020 and who were not permitted to re-enter Japan because the validity period of the re-entry permission expired after the country/region of stay was designated an area subject to denial of landing:
    Please obtain a new Certificate of Eligibility (COE) at the regional immigration bureau of Japan and contact Japan’s overseas establishments to explain your situation, presenting your COE.
  • (2) Spouse or child of a Japanese national/permanent resident:
    Please obtain a Certificate of Eligibility or full copy of the family register/certificate of residence/residence card and contact Japan’s overseas establishments.
  • (3) Spouse or child of a foreign national who has a Status of Residence of “Long-Term Resident” whose family is staying in Japan and who has been separated from the family:
    Please obtain a Certificate of Eligibility and contact Japan’s overseas establishments.
  • (4) A foreign national who is or is going to acquire the status of "Instructor" or "Professor" and who needs to enter Japan to fill a vacancy at the educational institution s/he belongs or will belong to, of which vacancy results in the suspension of the educational activities at the above-mentioned educational institution:
    Please obtain a Certificate of Eligibility and contact Japan’s overseas establishments.
  • (5) A foreign national who is about to acquire the Status of “Medical Services”, and who contributes to the strengthening Japanese medical systems:
    Please obtain a Certificate of Eligibility and contact Japan’s overseas establishments.

  国際的な人の往来再開による新規入国のための査証（ビザ）の申請
  （外国人の新規入国制限の見直し、レジデンストラック、ビジネストラック、令和2年9月25日の決定に基づく全ての国・地域からの新規入国、その他「特段の事情」が認められる場合）
  
  令和3年11月5日、水際対策強化に係る新たな措置（19）により、外国人の新規入国制限の見直しについて発表されました。
  
  　日本へ入国する外国人の方については、滞在先の国・地域の日本国大使館/総領事館/領事事務所（台湾においては日本台湾交流協会台北、高雄事務所）（以下「在外公館等」という）において、入国目的等に応じて、日本での上陸申請の際に必要となる「査証（ビザ）」の交付を受ける必要があります。
  
  査証（ビザ）
  
  　各国・地域に所在する在外公館等の領事窓口で、必要な書類（詳細については下記を御確認ください。加えて、在外公館等が追加資料を求める場合があります。）を提出の上、査証申請を行ってください。申請受理後、申請を受け付けた在外公館等が査証を発給します。申請者本人又は代理人の方が、当該在外公館等領事窓口でお受け取りください。
  
  1　外国人の新規入国制限の見直しについて
  （A）対象者
  商用・就労目的の短期間の滞在者（3か月以下）、又は長期間の滞在者。
  対象者の入国のためには、受入責任者が業所管省庁から事前に審査を受けるとともに、受入責任者が入国者の行動管理等に責任を持つことが必要。
  
  （B）査証申請に必要な書類
  業所管省庁からの審査済証の写し
  その他査証申請書類（査証申請書類については「ビザ」のページでご確認ください）
  　査証の申請は、原則として、申請人の居住地又は旅券発給国（地域）を管轄する在外公館において、申請人本人が行います。なお、地域によっては在外公館が承認した代理申請機関を通じて申請していただく場合があります。
  
  2　「レジデンストラック」及び「ビジネストラック」（一時停止）
  　日本政府は、令和3年1月14日以降、当分の間、全ての対象国・地域とのビジネストラック及びレジデンストラックの運用を停止し、両トラックによる外国人の新規入国を認めず、ビジネストラックによる日本人及び在留資格保持者について、帰国・再入国時の14日間待機の緩和措置を認めないこととしました。

  「レジデンストラック」及び「ビジネストラック」を利用する場合、一次査証のみが発給され、国籍によっては査証手数料の支払いが必要となります。
  査証免除措置の対象国・地域からであっても、「レジデンストラック」及び「ビジネストラック」を利用して、我が国に新規入国する外国人の方は、査証取得が必要となります（「外交」、「公用」目的での「ビジネストラック」利用の場合で両査証が免除されている場合を除く）。
  3　令和2年9月25日の決定に基づいて日本に新規入国する場合（すべての国・地域対象）（一時停止）
  　令和3年3月18日に発表された措置により、当分の間、この仕組みによる新規入国の受入を停止しています。
  
  　令和2年9月25日、日本国政府は、10月1日から、ビジネス上必要な人材等に加え、順次、「留学」、「家族滞在」等のその他の在留資格も対象とし、新規入国を許可することを決定しました（防疫措置を確約できる受入企業・団体がいることを条件とする）。この決定による新規入国許可の対象となるのは、原則として全ての国・地域に居住する当該国・地域の国籍等を有する方及び第三国籍者です。9月25日の決定に基づいて新規入国する外国人の方は査証の取得が必要です。

  4　その他「特段の事情」が認められる場合
  　現在全ての外国籍の方は、再入国の場合を除き、入国前に査証の取得が必要です。新型コロナウイルス感染拡大の影響もあり、査証の申請を受理してから発給までに通常より時間を要することもございますので、ご理解とご協力をお願いいたします。
  
  （1）令和2年8月31日までに再入国許可（みなし再入国許可を含む。）をもって現在上陸拒否の対象地域に指定されている国・地域に出国した者であって、その国・地域が上陸拒否の対象地域に指定された後、再入国許可の有効期間が満了し、その期間内に再入国することができなかった者
  　新たに在留資格認定証明書を取得し、再入国期限までに再入国できなかったことをお近くの在外公館等へご相談ください。
  （2）「日本人・永住者の配偶者又は子」
  　在留資格認定証明書、または、日本人・永住者の配偶者又は子であることを証明する資料（戸籍謄本、住民票、在留カードの写し等）をご用意の上、お近くの在外公館等へご相談ください。
  （3）「定住者の配偶者又は子」で、日本に家族が滞在しており、家族が分離された状態にある者
  　在留資格認定証明書を取得の上、お近くの在外公館等へご相談ください。
  （4）「教育」又は「教授」の在留資格を取得する者で、所属又は所属予定の教育機関に欠員が生じており、その補充がないと当該教育機関の教育活動の実施が困難になるなどの事情を解消するために入国の必要がある者
  　在留資格認定証明書を取得の上、お近くの在外公館等へご相談ください。
  （5）「医療」の在留資格を取得する者で、医療体制の充実・強化に資する者
  　在留資格認定証明書を取得の上、お近くの在外公館等へご相談ください。
  （6）家族離散状態で家族統合の必然性が認められる者で、「家族滞在」又は「特定活動（告示7号、18号、19　号、23号、24号、30号、31号、38号、45号及び47号に限る）」を取得する者
  　在留資格認定証明書を取得の上、お近くの在外公館等へご相談ください。
  （7）令和3年11月5日、政府において決定された水際対策強化に係る新たな措置（19）2（外国人の新規入国見直し）に基づいて新規入国する者
  　注：日本国内の受入責任者から業所管省庁へ提出した誓約書及び活動計画書を含む申請書類について、事前に業所管省庁の審査を受けたことを条件に、商用・就労目的の短期間（3月以下）の滞在者又は長期間の滞在者の新規入国が原則として認められます。
  　業所管省庁からの審査済証の写しと査証申請書類を用意の上、お近くの在外公館へご相談ください。
